Description::
Attenuates or boosts a frequency band.

argument::in
The input signal.
argument::freq
Center frequency of the band in Hertz.
argument::rq
The reciprocal of Q (bandwidth / cutoffFreq).
argument::db
Amount of boost (db > 0) or attenuation (db < 0) of the
frequency band.

Output will be multiplied by this value.
argument::add
This value will be added to the output.
